ISLAMABAD: The Islamabad High Court (IHC) on Tuesday ordered to register a First Information Report (FIR) against former station chief of Central Intelligence Agency (CIA) Jonathan Banks over the death of two tribesmen in a US drone strike in Mir Ali area of North Waziristan in December 2009.

Justice Shaukat Aziz Siddiqui of the IHC, while hearing a petition filed by the heirs of the victims, expressed displeasure with Islamabad IGP Tahir Alam Khan for not registering FIR in compliance of its orders. The court ordered for the third time to register an FIR against former CIA station chief Jonathan Banks.

The petitioner, who is also an anti-drone activist, Karim Khan, held former CIA station chief responsible for the killings of his 18-year-old son Zaheenullah and brother Asif Iqbal in a drone attack in Waziristan in December 2009. The petitioner has been seeking registration of a case against the CIA official for killing his son and brother in a drone attack.

IGP Tahir Alam Khan argued that the incident had taken place in North Waziristan area and it did not come under the jurisdiction of Islamabad Police. However, the IHC asked him to register the FIR with Islamabad’s Secretariat Police Station and submit a report to the court within 24 hours.

On the previous hearing, Justice Shaukat Aziz Siddiqui had remarked that case of killing of Pakistani citizens can be registered in any police station.
