‘Creation of new provinces will not solve country’s problems’

ISLAMABAD: Senate Chairman Mian Raza Rabbani has said that creation of more provinces is not the solution to country’s problems and such a move would be unnatural.

He underscored the need for searching out-of-the-box solutions for efficient delivery and making the system responsive to the needs of the people. Rabbani expressed these views in a meeting with a 50-member group of senior civil officers of 102nd National Management Course at the Parliament House on Tuesday.

Replying to questions in an open and frank discussion, he said “we all need to do some soul searching to find out why we fail in delivering”. He further said, “We as nation have not been able to solve our basic problems and we should have the moral courage to admit our faults.” He said that Pakistan is a multicultural society and the Pakistani culture is actually a synthesis of different sub-cultures. He underscored the need for change of mindset to move forward and learn from one another. He observed that connection between people and parliament is lacking which can only be restored through efficient delivery and knowledgeable policymaking.

He urged civil servants to improve efficiency by adopting new ways and means so that the challenges facing the country could be overcome.

The Senate chairman informed the senior civil servants that efforts were being made to make the ‘committee system’ responsive and new practices would be introduced in the Senate to make it more dynamic and efficient with regard to its working and performance. Earlier, the officers were given a detailed briefing on the working and performance of the Senate and its role in legislation and policymaking.

Senate Secretary Amjed Pervez Malik, National School of Public Policy (NSPP) Rector Muhammad Ismail Qureshi and faculty members of the institute were also present on the occasion.
