NGOs can now have PR schools and colleges
* PR says schools will be handed over to reputed NGOs on no profit, no loss basis

KARACHI: The Pakistan Railways (PR) has decided to transfer the management of railway schools and colleges to NGOs.

In this regard, the PR has invited Expression of Interest (EOIs) from reputed NGOs and CSOs offering nine schools and colleges which are PR Boys High School Engine Shed and PR Axis College for Boys Lahore, PR Lady Griffin Girls High School and PR Girls Axis College Lady Griffin Campus, Lahore, PR Girls Middle School Mayo Garden, Lahore, PR Boys High School, Samasatta, PR Girls Middle School, Samasatta, PR Boys High School, Kotri, and PR Boys High School, Marshalling Yard Pipri (Karachi).

NGOs and CSOs with good reputation running 200 are eligible to run the above mentioned schools and colleges.

According to Terms of References (ToRs), the management of PR schools will be handed over to the reputed NGOs (CSOs) purely on no profit no loss basis. These NGOs/ CSOs will take over the PR schools to provide assistance in rendering quality education to the students. PR will continue to pay the salary of permanent PR teachers and principals and other PR staff. The salary of the teaching and other allied staff employed by NGO/CSO will be paid by the respective NGOs/CSOs.

"The present fee structure of PR schools for Railway and Non-Railway students will remain in place and will be collected by the principal of the respective school while after a certain period the fee can be revised with the mutual consent of PR and NGO", PR added.

However, 20 percent of the total fee will be deposited in the DG Fund Account and will be used as Non- Salary Budget (NSB) for the development and maintenance of schools.

However it can be modified at any latter stage depending upon the circumstances to keep the schools functional. Remaining 80 percent of the collected fee will be utilized by the NGOs for school related expenses. A committee comprising Principal of the concerned school and Education Officer/Concerned Assistant Personnel Officer will supervise this activity and will submit a monthly financial report to DC Education. The PR said that land infrastructure and assets of the allocated school shall remain the property of PR while selected applicant/bidder shall use the land, infrastructure and assets of the allocated school only for the purpose of regular course work as prescribed by the Directorate of Education.
