Can a Dog Be Labeled as Shaheed?

Maulana Fazlur Rehman stated on TV on the 2 nd of Muharam that 'as for as he is concerned anyone killed by the United States, even if it is a dog, is Shaheed (martyr)' . I read about the Second Caliph announcing that he would take full responsibility if a dog died of hunger; but I have never heard anyone in Islamic history stating what Maulana Sahib stated. I most certainly did not read it in the Qur'an or Ahadiths.
Linking Shahadat with the death of a dog in the month of Muharam must have taken many Muslims by surprise. As a Muslim scholar, is Maulana Sahib going to give reference on his amazing statement? Or should we take this as a Fatwa?
