Right to Vote

The Constitution of Pakistan says, “Nothing repugnant to Qur’an and Sunnah shall be enacted in the Islamic Republic of Pakistan”.  In Sura 39 Ayat No. 9 in the Qur’an Almighty Allah asks, “Kia ilmwaleyaurjahilbrabar ho sakteyhein?” They cannot be.  But our constitution treats them equal by granting them the equal right of one man one vote!    Does it not make the Constitution unIslamic?

Even the Chinese seem to have followed the Qur’an. They have laid down a minimum academic qualification for their citizens to exercise their right to vote. 

Could the IIC or the Shariah Court shed some light on this issue please?
