NRO

One hears a lot these days of Prime Minister Imran Khan and his team declaring that no NRO shall be given to the Sharifs, Zardari and others who have plundered and looted national wealth and stashed it abroad.
I thought NRO is (was) a National Reconciliation Ordinance (though it was declared unconstitutional by the Supreme Court of Pakistan on December 16, 2009) and should, therefore, be applicable to NATIONAL issues only. Why on earth it is being talked about to be applied to individuals, and to convicts, who were accused of mega corruption in various courts of Pakistan? Even if they reimburse the last penny looted by them, who has the moral authority in this country, by any standards of legal ethics, to exonerate them of the high offences of corruption, loot and plunder committed by them?
Can it be called insaf and adal ordained in Islam?
