SC stops CDA from balloting of plots

ISLAMABAD: The Supreme Court Friday issued stay order against the balloting of plots being allotted to 2,000 employees of Capital Development Authority (CDA) and summoned CDA chairman along with complete record of the case on May 4.

A two-member Supreme Court bench comprising Justice Nasirul Mulk and Justice Jawwad S. Khawaja heard a petition filed by Zahooruddin and six other former employees of CDA challenging balloting of plots to be held on April 29.

At the outset of hearing, Rai Muhammad Nawaz Kharral, counsel for the petitioners, told the court that in 1990, CDA allotted plots to its employees in Sector I-11, which was under the occupation of hundreds of Afghan refugees who had built their mud houses.

He said the employees had paid total dues and even had retired but CDA till date could not get the land vacated from the illegal occupation and hand it over to the original allotees.

However, the counsel claimed, CDA through nepotism allotted alternate plots to some of the affectees. Further, he said, CDA also allotted plots to dozens of officials who joined it on deputation, but the issue of 1990 employees remained unresolved. He said CDA was illegally allotting plots to its favorites from the quota of I-11 sector.

He said CDA once again was balloting for I-11, despite the land was not in its possession. He requested the court to direct CDA either to take possession of I-11 land and develop it or allot alternate plots to its old employees. He also pleaded the court to stay balloting scheduled to be held on April 29 for allotting plots to its employees and summon record of the case.

After hearing the petitioner's counsel, the court directed CDA not to hold balloting and adjourned the hearing till May 4. the apex court summoned the Chairman CDA with complete record of the case on May 4.
