Gilani orders monetisation of transport facility for civil servants

ISLAMABAD: Prime Minister Yousaf Raza Gilani directed the Cabinet Division to effectively implement the policy of compulsory monetisation of transport facilities for civil servants in BS-20 to BS-22 in a transparent manner and to effectively take the reforms agenda of the government forward.

In line with the cabinet decision taken in its meeting on June 3, the federal government approved the monetisation policy, effective from January 1, 2012. The main objective of this policy is within the overall context of the observance of the austerity measures approved in the 2011-12 Federal Budget and this would facilitate the elimination of the misuse of official vehicles.

The overall implementation of the policy shall be the responsibility of all federal secretaries and principal accounting officers, who will particularly ensure that each of the entitled officers in BS-20 to BS-22, including him or herself, is not in possession or in use of any project vehicle or the departmental operational/general duty vehicle, as well as any vehicle of an organisation or body corporate in his ex-officio capacity, except the only vehicle allocated to him/her through this monetisation policy.

An undertaking shall also be obtained from each entitled officer that in case he/she is found guilty of un-authorised use of a vehicle they will be liable to be proceeded against under the relevant rules.

In this regard, a number of certificates have been prescribed which shall be required to be signed by each officer, as well as by the principal accounting officer for the implementation of this policy.

A salient feature of the policy is that there will be a complete ban on the purchase of staff cars.

Civil servants in BS-20 to BS-22 who have been provided with official transport will be given the first option to purchase the allocated cars as per the prescribed formula already in place.

The value of the vehicles shall be recovered from the pay of the officers before their superannuation. No green number plates will be allowed for the vehicle purchased by officers in BS-20 to BS-22. All duties or transfers will be borne by the officers themselves. Ministries, divisions and departments will maintain a minimum pool of vehicles for operational duties, which shall be determined keeping in view its strength and functions. app
