CJ Jillani chairs Full Court meeting of SC

ISLAMABAD: A Full Court meeting was held here Thursday in the Supreme Court of Pakistan under the chairmanship of Chief Justice of Pakistan Mr. Justice Tassaduq Hussain Jillani.

All the judges of the supreme court including Justice Nasir-ul-Mulk, Justice Jawwad S. Khawaja, Justice Anwar Zaheer Jamali, Justice Khilji Arif Hussain, Justice Mian Saqib Nisar, Justice Asif Saeed Khan Khosa, Justice Sarmad Jalal Osmany, Justice Amir Hani Muslim, Justice Ejaz Afzal Khan, Justice Ijaz Ahmed Chaudhry, Justice Gulzar Ahmed, Justice Sh. Azmat Saeed, Justice Iqbal Hameedur Rahman and Justice Mushir Alam attended the Full Court meeting.

Dr. Faqir Hussain, Registrar, Supreme Court of Pakistan also attended the meeting.

At the beginning of the meeting, Chief Justice of Pakistan welcomed the Judges participating in the Full Court meeting.

Chief Justice said that the purpose of the meeting is to take stock of the performance of the Supreme Court and discuss ways and means to ensure inexpensive and expeditious dispensation of justice in line with the mandate of the Constitution and augment the disposal of cases for redressal of grievances of the litigants.

The Full Court discussed in quite some detail the institution and disposal of cases at the Principal seat and its Branch Registries and total pendency of different categories of cases on 11.12.2013 which is 20456.

The Full Court discussed in detail different strategies in order to address the issue of backlog and to provide relief to the litigant public and it was decided as under:

The office shall prepare on urgent basis subject-wise categorization of cases including sub-categories, lists of cases to be fixed before two-member bench, three-member bench etc.

Proposed cause lists will be prepared and issued one month in advance.

Cases of one advocate will not be fixed simultaneously at different stations and Branch Registries.

Unnecessary adjournments will be discouraged.

In view of heavy pendency, the Judges on the suggestion of Chief Justice of Pakistan volunteered to forego the coming winter vacation and benches will be constituted at the Principal seat as well as Branch Registries for hearing of cases.

At the end of the meeting, the judges extended their congratulations to the newly elevated Chief Justice of Pakistan and reposed full confidence and trust in his leadership.

They assured him of their wholehearted support and cooperation in his endeavours to advance the cause of justice and strengthen the system of administration of justice for the benefit of the litigant public.

Chief Justice reciprocated the sentiments of his brother judges and extended his gratitude to them and expressed that he will try his level best to strengthen the institution and will take steps to bring improvements not only at the superior courts level but also District judiciary level because that is the initial forum for providing access to justice to the people knocking the door of courts that is the place where the image of judiciary is either made or marred.

The District Judiciary is under great pressure and needs to be supported and strengthened in terms of increase of strength of judges and court staff and all requisite infrastructure.

He stated that he will take up the matter with the relevant quarters after formulation of appropriate measures in the meeting of National Judicial Policy Making Committee.
