FATA reforms to be carried out in consultation with all stakeholders: Nisar
Interior minister says NACTA, joint intelligence directorate will be functional soon

ISLAMABAD - Minister for Interior Affairs Chaudhry Nisar Ali Khan on Friday said that reforms in Federally Administered Tribal Areas (FATA) will be carried out in consultations with all the stakeholders.

Presenting his ministry’s performance in the National Assembly, the minister said that FATA members and opposition parties would also be taken into confidence regarding reforms in the area. He said that implementation of the National Action Plan and his ministry’s performance were two separate things. He reiterated that coordination to implement the security plan was the responsibility of his ministry.

He said that the National Counter Terrorism Authority (NACTA) would be made active this year and joint intelligence directorate would also be made functional during the next two months. He said that 48 billion rupees would be allocated for the Frontier Corps and Rangers when they would assume responsibilities in FATA after withdrawal of the armed forces from there.

He said that efforts were made during the last two-and-half-years to formulate different new policies. He said under new exit control list (ECL) policy ten thousand names had been struck off from the list. He said international organisations were being brought under the law, their working was being made transparent and their registration would be completed in next two months.

He said under a policy, Pakistan had denied to receive deportees from different countries without verification including from Greece, Bulgaria and Austria. He said that letters were being written to different countries including European countries to not to see every Pakistani with doubtful eyes in the prevailing terrorism related situation. He said that Pakistanis were playing important role in development of different countries.

He informed the house that eight thousand arms licenses had been declared bogus under a policy and unverified licenses till 31st of December would be cancelled. He pointed out that ninety million SIMs were blocked under SIMs verification process. He said that the two days discussions on the performance of his ministry provided him guidance to improve the performance of the ministry.

Nisar said that after the failure of dialogue, operation Zarb-e-Azb had been launched against terrorists with consensus of military and civil leadership. He said operation was continuing successfully and it would be taken to its logical end. He said alongside armed forces, police, provincial governments, intelligence agencies were playing important role in the success of operation Zarb-e-Azb.

He said that civilians’ roles could be undermined in this regard. He told the house that 12000 intelligence-based operations had been conducted since the launch of military action, and most of these were conducted by the police. He said that it was for the first time that sixty-one proscribed organisations had been put on record. A strategy was being implemented to identify financers of terrorists, he said.

He said that money changer Altaf Khanani’s case had been reviewed and we were moving to High Court in this regard. He said that 15 executive NADRA centres in big cities and 73 regional passport offices were set up at district level across Pakistan. He assured the house that NADRA centre would be established in Sherani district of Balochistan till June next year.

The minister said that an agreement had been reached between the government and Ulema on registration of madaris. As a result of the agreement, the registration of madaris would become a reality, and education of modern subjects would also be given in madaris, he informed the house.
