NICL scam: Justice Rabbani report to be made public
ISLAMABAD: The Supreme Court (SC) today resumed hearing into the National Insurance Company Limited (NICL) scam case and ordered to make the Justice Ghulam Rabbani commission report public, Geo News reported.
A former judge of the apex court, Justice Ghulam Rabbani, submitted inquiry report last month which was requested by the apex court to ascertain facts behind transferring and then suspending lead investigator Additional DG FIA Zafar Qureshi.
A three-member bench of the apex court, comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Khilji Arif Hussain and Justice Amir Hani Muslim, was hearing a suo moto case regarding the violation of Public Procurement Rules 2004, in procurement, causing losses of billions of rupees to the public exchequer by the NICL.
The CJ asked why the case was not registered against Federal Minister Makhdom Amin Fahim over illegal appointment of NICL chief Ayaz Niazi, why an appeal was not filed against the acquittal of Monis Ilahi and why the money deposited in foreign accounts of accused was not recovered.
On this, FIA Sindh Director, Moazzam Jah told the court that Zafar Saleem who sold the property to pay off Amin Fahim's loans died in Air Blue plane crash. 'The property worth Rs900 million was sold to NICL, higher than the actual market price.'
'That amount was deposited in an account jointly managed by Khalid Anwar and Khwaja Akbar. Khalid was also the front man of Zafar Saleem, the money was then transferred to 16 individual accounts including that of Amin Fahim's.'
Additional Secretary Commerce appeared before the bench. The CJ expressed anger over the absence of Federal Commerce Secretary, Zafar Mehmood and said the court would issue arrest orders if he fails to appear.
Later, the hearing was adjourned till 11th June.
On May 25, the SC directed the commerce secretary and FIA director legal, Karachi to examine the cases of all the accused, including Makhdom Amin Fahim, allegedly involved in the scam and proceed with the case as per the law.
