President okays pay protection of DG Social Welfare workers

ISLAMABAD: President Asif Ali Zardari approved pay protection of the officers of the Directorate General of Social Welfare.
The issue had been delayed for the last many years, as nearly two hundred officers were demanding pay protection to safeguard their increments earned prior to their regular employment.
A spokesperson for the department said that these officers had been hired on an ad hoc basis in BPS 16 to BPS 19 during 1986-1990 for the Directorate General of Special Education.
By November 2005, all the officers became regular through the Federal Public Service Commission, but Section 17 of the Civil Servants Act 1973, and relevant rules did not permit protection of the pay of a contract employee on achieving regular appointment against the same post.
Zardari exercising his power under Section 23 of the Civil Servants Act, 1973 on a summary sent by Prime Minister Yousaf Raza Gilani approved pay protection of these officers overriding the bar under Section 17 of the Civil Servants Act 1973 for pay protection.
