Delimit Khi constituencies so that no one could monopolize: SC

KARACHI: The Supreme Court of Pakistan Wednesday directed the Election Commission of Pakistan (ECP) to delimit the existing constituencies in Karachi so that no single entity or a political party could monopolize a particular area.

A five member bench of apex court, headed by Justice Anwar Zaheer Jamali, was hearing the case regarding Karachi law and order situation.

Other members of bench included Justice Khilji Arif Husain, Justice Sarmad Jalal Usmani, Justice Amir Hani Muslim, and Justice Athar Saeed.

During the course of the hearing Justice Anwar Zaheer Jamali also said that delimitation of constituencies should be done in coordination with provincial government of Sindh. He has sought a report on it within three days.

Ishtiaq Ahmed, Secretary Election Commission of Pakistan stated that SC verdict about fresh delimitation of constituencies would benefit public, adding fresh delimitation could be done as per latest population census, and new census would be carried out in 2013.

Secretary ECP stated that for compliance of court order chief election commissioner will convene meetings with the provincial election commissioners, besides with the provincial government and stakeholders.

Bench observed that one year has passed but the provincial government had not obeyed the court orders as yet.

Advocate General Sindh Abdul Fatah Malik said that provincial government will cooperate with the ECP for fresh delimitation of constituencies.

Director General of Sindh Rangers Major General Rizwan Akhtar and Inspector General of Police Sindh Fayyaz Ahmed Leghari also appeared before the court.

Rangers presented a report pertaining to the arrests of accused made by them during the month of November.

Bench observed that Rangers arrest the accused and keep them in their custody for several days and then hand over to the police, which damage the prosecution’s case and benefit the accused.

Bench remarked that if Rangers arrest a culprit it should hand over the custody of culprit within 24 hours to the police.

Justice Khilji Arif Husain remarked that Rangers were deployed in the city to control the law and order and arrest the terrorist; however, it only arrests the gamblers and drug peddlers.

He said that there are rocket launchers in the city, besides several bombs have exploded; why persons involved in such activities are not apprehended.

Justice Amir Hani Muslim remarked that rangers arrest the accused, while police lodge cases as per the desire on the arrested accused.

The bench observed that there seems lack of coordination between police and rangers.

Bench directed them to improve coordination with each other in order to maintain law and order in Karachi.
