SC given ‘blueprint’ for Balochistan solution
* BNP chief tells court ready for dialogue if govt disbands ISI, MI ‘death squads’; all missing persons are produced before a court of law
By Hasnaat Malik
ISLAMABAD: Giving a six-point solution to the Balochistan issue, Balochistan National Party President Sardar Akhtar Mengal suggested to the Supreme Court that all proxy “death squads” operating under the supervision of the ISI and MI should be disbanded.
In pursuance of the apex court’s September 20 order, Mengal, who came to Islamabad after eight years, on Thursday appeared before the three-member bench of the apex court, headed by Chief Justice Iftikhar Chaudhry.
Apart from the ‘death squads’ demand, Mengal suggested all missing persons should be produced before a court of law, and Baloch political parties should be allowed to function and resume their political activities without any interference from intelligence agencies. Mengal further recommended those responsible for torture, killing and dumping of bodies of Baloch political leaders and activists should be brought to justice.
He also stated that measures should be taken for the rehabilitation of thousands of displaced Baloch living in appalling conditions. He said a meaningful negotiation between recognised and genuine representatives of the Baloch and military establishment on the future of the province could take place only after taking the abovementioned confidence-building measures.
The court then directed the Balochistan chief secretary to discuss with the PM, Balochistan governor, chief minister, and the heads of MI, ISI and IB the suggestions by Mengal, and submit their written response before the court today (Friday). The CJP questioned why the ISI, MI and IB were not realising the gravity of the situation.
