Has the Police Dress Code Changed?

A picture published in an English daily shows  IGP Saood Gohar and the Commandant of the Police Training College Quetta – probably a DIG - taking salute at the Passing Out ceremony of the Police trainees. The officers were in the ceremonial service dress with full medals but surprisingly without the  Sam Brown belts – commonly called Cross Belt.  In my young days wearing of uniform without the belt was a sign of the officer being under Open Arrest.  In Police too ‘paitee utaro’ was considered to be the verbal orders for the suspension of an individual.
Has the Dress Code changed since then? Or, the tightening of the belt done away with not to impede the growth of the girth which is abundantly on display  these days in the lower echelons of Police, particularly Traffic Police.
