A Letter to US Secretary of State

Dear Secretary Pompeo,
I request the US State Department to consider building an American University of Kashmir (AUK) in Muzaffarabad, Pakistan, similar to the AUB in Beirut, Lebanon; AUC in Cairo, Egypt; and AUS in Sharjah, UAE.
The city of Muzaffarabad, Pakistan, is not as developed as other cities in the region and it is about time that Muzaffarabad receives huge investment in infrastructure development, IT, transportation, and higher education. It has the potential of becoming a "Shining City on the Hill", beating and exceeding others, including Srinagar! When I circulated this proposal among members of the academia, I received an overwhelmingly positive response. But I have no clue where, and how, to launch this proposal to ensure its fruition! Your office is my only hope.
Pakistan has been helping the United States in the Afghan Peace Process. I think the US State Dept owes building one project, like the American University of Kashmir, in Pakistan. - Alif@Cox.Net
Citizens Portal

I had sent a request for a meeting with the Prime Minister through the Citizens Portal on June 12th, 2019 which was given Code No. PU120619-3072879 and “assigned” to Chief Secretary, Punjab (probably for action). I thought the request should have been forwarded to the PM Secretariat Islamabad instead of the Chief Secretary Punjab and, therefore, wrote on the Citizen Portal about it on June 14th, 2019. Instead of taking some action this "complaint" Code No. 140619-3113873, was also automaton like, and again assigned to the same Chief Secretary, Punjab. The Chief Secretary, however, forwarded these to PMDU for action on June 23, 2019.
I didn’t hear anything from the PMDU for more than two months, and so I again lodged a “Complaint” on 4 September 2019 which was allotted Code PU040919-4478055 and surprisingly assigned to DG Agriculture, Rawalpindi!! I have no idea as to how DG Agriculture could arrange my meeting with the PM. I am waiting for the miracle to happen!
It is now three months that I lodged my request on the portal and no action has yet been taken on it, or, at least I am not informed of any. Could someone please advise me what to do and earn my sincere gratitude?
